Tender Description

We are on the lookout for a proactive Individual Finance Consultant to support our Directorate of Governance and Specialised Reporting. Your role will directly impact the implementation of support mechanisms to countries on credit ratings, a pivotal component for Member States.

As the appointed consultant, you will play a crucial role in developing the financial infrastructure necessary for supporting comprehensive credit ratings. This entails producing Expenditure Responsibility Reports (ERR) ensuring accountable Grant Funds expenditure, contributing towards the operational and strategic objectives of the organization.

Assignment Background:

The African Peer Review Mechanism (APRM) has taken on the mantle to assist AU Member States in credit rating domains. This initiative comes as a result of the 28th Ordinary Session Decision of the African Union Assembly, expressing the imperative need for such support.

In line with this, a sound policy framework has been crafted, focusing on Member States’ strategic and operational assistance during pre-rating preparations, rating process management, and post-rating recommendation implementation.

The framework’s goals include sensitization about sovereign credit ratings’ implications, analytical support on various facets impacting the ratings, and generation of independent opinions regarding the CRA-produced ratings. It further extends to aid in regulatory architecture establishment for CRAs and nurturing a network for best practice sharing and industry regulation harmonization.
